I can see why this would be annoying, and a bit shitty, but it seems rather reasonable and understandable from a business point of view. The big high-profile case was Metro Exodus which was pulled from Steam after release to go Epic exclusive, but that was back in the summer of last year. People paid for Steam keys for games that never ended up working.
